Labuan is a busy commercial port with numerous ferries, cargo ships, fishing vessels and a large fleet of oil support services craft. Approach and Navigation

Approaches from either the N, Kota Kinabalu, Tiga or the S, Burnei, Miri are straightforward and as depicted on the chart. Labuan is a busy commercial port with numerous ferries, cargo ships, fishing vessels and a large fleet of oil support services craft. In particular the anchorage within 1nm of downtown is often crowded with anchored vessels. There is considerable floating debris in the water.

Check-in facilities/Ports of Entry

Jabatan Laut (Port Control) is on Jalan Merdeka, the waterfront street, 0.15km east of the ferry terminal, 0.8km west of Public Marina Labuan, behind and south of the HSBC Bank. Building is clearly marked. Office is upstairs.

Kastam Diraja Malaysia (Customs) is in the ferry terminal. Enter through the doors marked Departure Hall then into the hallway to the right. There is also a Jabatan Luat office here, but the author was told to use it only on weekends when the other is closed.

Jabatan Imigresen Malaysia (Immigration) is at the end of the same hallway.

Exactly what is required, which order the offices are visited, and which hold which papers is not clear or consistent. Fortunately it does not seem to make any difference. All officers are friendly and welcoming. Note that Labuan considers itself separate from Sabah. Apparently no fees are collected from yachts.
