Overview

The Federated States of Micronesia is an island nation located in the Pacific Ocean, north of New Guinea. It is a sovereign state in free association with the United States. The Federated States of Micronesia were formerly part of the Trust Territory of the Pacific Islands, a United Nations Trust Territory under U.S. administration. In 1979 they adopted a constitution, and in 1986 independence was attained under a Compact of Free Association with the United States.

The Federated States of Micronesia is spread across the Caroline Islands in the wider region of Micronesia, which consists of hundreds of small islands divided between several countries. The term Micronesia may refer to the Federated States or to the region as a whole.

The Federated States of Micronesia consists of 607 islands extending 1,800 miles (2,900 km) (2,900 km) across the archipelago of the Caroline Islands east of the Philippines. The four constituent island groups are Yap, Chuuk (called Truk until January 1990), Pohnpei (known as "Ponape" until November 1984), and Kosrae (formerly Kusaie). These four states are each represented by a white star on the national flag. The capital is Palikir, on Pohnpei.

The country has seven official languages: English, Ulithian, Woleaian, Yapese, Pohnpeian, Kosraean, and Chuukese. The other languages spoken in the country are Pingelapese, Ngatikese, Satawalese, Kapingamarangi Language, Nukuoro Language, Puluwatese, Mortlockese, and Mokilese.

Arrival/Departure procedures

A cruising permit is required in advance of arrival. Apply in writing to the Chief of Immigration, PO Box PS105, Palikir, Pohnpei, Federated States of Micronesia, FSM 96941. Phone: 320 2606, Fax: 320 2234. with the following information:

  • Boat name, port and flag of registration, LOA, net and gross tonnage, detailed crew list, detailed itinerary, intended port of entry.

It will take several months to receive a reply, so apply early . If you have not received the permit by the time you are ready to leave your last port for FSM, fax a copy of the original application to the above number with a request to process the application immediately. A reply is normally received within 48 hours. There is no fee for the entry permit which is valid for one year. If you arrive without the permit, may be requested to leave after THREE days.

On arrival, all vessels MUST proceed directly to an official Port of Entry. Yachts are not allowed to stop at any islands before having cleared in and even after having cleared into one of the four states, you still have to complete formalities with customs and immigration on arrival in each individual state that you visit.

After obtaining coastal clearance from a states' port of departure, you may stop at any of the outer islands on the way to another "State".

Immigration

Citizens of Palau, the Marshall Islands and the USA can be issued an entry permit for visits up to one year.

All crew passports must be valid for SIX months beyond the date of departure from the Federated States of Micronesia.

Arrivals are granted entry permits for up to THIRTY days (proof of adequate funds is required). Extensions of THIRTY days can be obtained, up to a maximum of SIXTY days.

You are required clear in and out of each state. A new entry permit of THIRTY days is given each time. Stays of over THIRTY days in one state must be applied for in advance from:

Customs

  • Firearms and ammunition MUST be declared to Customs on arrival and will have to be surrendered until your departure.
  • All fresh food, produce, etc., aboard will be confiscated.
  • Ensure that you have prescription documents for all medications.

PETS: Animals must have a veterinary certificate and must remain on board at all times. Birds (parrots, etc.) cannot be imported without prior special permission from the Director of Health Services. Birds not having this permission could be destroyed or exported.

Fees and Charges

  • Yap: Overtime is charged after 1630 on weekdays, and at weekends. You may be charged for fresh water.
  • Pohnpei: Overtime is charged. Harbour fee is $15 for entry and $5 per day for the use of the dock.
  • Truk and Kosrae: Overtime is charged.

  • Tetanus and Typhoid vaccinations are recommended.
  • There is a risk cholera and whooping cough

Restrictions and Local Respect

Visiting cruisers are urged to respect local customs and refrain from disturbing local life. Conservative dress (especially for women) is recommended. All leisure activities are frowned upon on Sundays.

Permission to visit must be obtained from the landownners of ANY of the outer islands before visiting. On arrival at any of the outer islands, it is customary to immediately pay a visit to the local village chief and offer a gift. On some islands, the chiefs are legally entitled to charge visiting yachts a landing fee.

Ant Atoll (10 miles SW of Pohnpei) is a privately owned atoll and permission must be obtained from the authorities in Kolonia before a visit.
