Romania (dated spellings Roumania and Rumania; Romanian: România romɨˈni.a is a country located at the intersection of Central and Southeastern Europe, bordering on the Black Sea. Romania shares a border with Hungary and Serbia to the west, Ukraine and Moldova to the northeast and east, and Bulgaria to the south. At 238,400 km2 (92,000 sq mi), Romania is the eighth largest country of the European Union by area, and has the seventh largest population of the European Union with more than 19 million people. Its capital and biggest city is Bucharest, the tenth largest city in the EU.

Romania can now be reached by a more direct way than through the Mediterranean thanks to the opening of the 107 mile long Main-Danube Canal. This new canal has made it possible to sail across the entire continent of Europe, from the mouth of the Rhine, on the North Sea, to the mouth of the Danube, on the Black Sea. The 2179 mile long waterway can be used by boats drawing not more than 8 ft (2.5 m) and with an air clearance of 19.5 ft (6 m), so as to be able to pass under the many bridges. Some of the bridges in Yugoslavia were destroyed during the NATO bombing of 1999 and until the situation returns to normal river traffic has been severely restricted.

Cruising yachts may use the Danube-Black Sea Canal, which starts near Constanta and bypasses the Danube Delta. There are certain height restrictions both in the Canal and on the Danube and most yachts will have to lower their masts before entering the Canal.

The Romania coast includes the delta of the river Danube. It is about 100 nM and has only a few harbors.

Weather

The climate is typically temperate with hot summers and cold winters. The winds along the Black Sea coast are very much influenced by the surrounding landmass and in summer there is a daily pattern of land and sea breezes. An onshore breeze comes up around midday and usually dies by dusk to be followed by a land breeze during the night.

Navigation

A yacht must stay several miles off the shore, especially at the Danube delta, because of shallow depths.

Entrance

An agent is not required. Yachts must clear in and out of each port. Crew should remain on board until formalities have been completed.

Arrival

On arrival at any of the ports a yacht will be visited by Border Police (Immigration), Customs and Health. They will want to see a completed crew list in duplicate in addition to the ships registration and valid insurance, plus the Customs declaration. It is helpful to have a ship’s stamp with the ships' particulars on it.

Once the formalities are completed a Clearance Permit is given by Harbourmaster to sail from each port to the next port or country.

Departure

On departure for the next port in Romania, or on leaving the country, all the visits are repeated and an exit stamp added.

Customs and Immigration

Customs

Firearms must be declared and will be detained.

A customs declaration must be completed on arrival, where video cameras, personal computers and other valuables should be detailed.

The export of articles of cultural, historical or artistic value is prohibited.

Immigration

All visitors must have a passport valid for 6 months.

No visa is required for visits of up to 90 days by nationals of the EU and certain other countries. See [www.mae.ro Customs Anex 2] for an up todate list.

Extensions of stays beyond 90 days may be obtained from the local passport office.

Fees and Charges

There are no extra fees other then visa (if required) and harbor dues.

Restrictions

Reports on the firing ranges and dates of activity are given following the weather on VHF ch. 12. The firing area can be very close to the coast and on direct the path to/from Constanta.

Pets must have a Pet Passport, a current Health Certificate and Rabies Vaccination Certificate (valid at least 30 days prior to and not more than 6 months) and be be microchipped.

Be aware of the risk of distraction theft and bogus policemen asking to see documents. Also the copying of credit cards.
