Labuan and nearby Islands

Labuan is the main island of the Malaysian Federal Territory of Labuan. Labuan is best known as an offshore financial centre offering international financial and business services via Labuan IBFC since 1990 as well as a tourist destination for nearby Bruneians and scuba divers. The name Labuan derives from the Malay word labuhan meaning anchorage. Over 70% of the island is still covered with vegetation. Bandar Labuan, formerly known as Victoria, is the major town and faces Brunei Bay; access is via ferry service to Brunei and Kota Kinabalu, as well as Labuan Airport.

Approaches from either the N, Kota Kinabalu, Tiga or the S, Burnei, Miri are straightforward and as depicted on the chart. Labuan is a busy commercial port with numerous ferries, cargo ships, fishing vessels and a large fleet of oil support services craft. In particular the anchorage within 1nm of downtown is often crowded with anchored vessels. There is considerable floating debris in the water.


Jabatan Laut (Port Control) is on Jalan Merdeka, the waterfront street, 0.15km east of the ferry terminal, 0.8km west of Public Marina Labuan, behind and south of the HSBC Bank. The building is clearly marked. The office is upstairs.

Kastam Diraja Malaysia (Customs) is in the ferry terminal. Enter through the doors marked Departure Hall then into the hallway to the right. There is also a Jabatan Luat office here, but the author was told to use it only on weekends when the other is closed.

Jabatan Imigresen Malaysia (Immigration) is at the end of the same hallway.

Exactly what is required, which order the offices are visited, and which hold which papers is not clear or consistent. Fortunately it does not seem to make any difference. All officers are friendly and welcoming. Note that Labuan considers itself separate from Sabah. Apparently no fees are collected from yachts.

Marinas & Yacht Clubs

  • Public Marina Labuan is located downtown Labuan adjacent E of the long cargo pier. World icon.png 5°16.35′N, 115°14.95′E While the marina is modern and well managed, it lacks proper jetties and fingers. Reportedly the surge in the area and the lack of a complete seawall caused the original marina infrastructure to break apart. The marina is slowly being rebuilt. The marina has two sections. The inner section is reserved for long-term tenants. This is the section which is depicted on charts and satellite imagery as of 2010. The outer section is much larger and has it's own partially enclosing seawall. However it is mostly empty except for the scattered pilings of the damaged jetties. The jetty that exists runs along the seawall on the E and S sides of the basin. There are a few fingers. Most vessels side tie. There is room for perhaps 20 transient vessels. There is considerable surge in both sections of the marina. The marina has adequate depth for any cruising yacht and is easy to enter. The marina also is a trap for a tremendous amount of floating debris which the marina staff diligently cleans up.

    In Summer 2010 the cost was RM0.50 per foot per day for a 5 day stay. There are significant discounts for longer stays. Optional water and electricity is RM2.00 per day. The offices, lounge, showers and facility are clean, modern and well run. The is free wireless in the lounge which may not be accessible from the marina. The resort-like Waterfront Hotel is immediately adjacent to the marina. Groceries and mall shopping is directly across the park 0.25km N. Staff assists with berthing if alerted by VHF to arrival.
